Search Stuff Matters on your podcast app to listen and follow Sky News, The full story first The delayed defence investment plans due to be published today after many Wrangles overspending A national Maternity Commission is to be appointed in England to reduce harm to families after repeated failures in NHS care Hello, you're listening to C cheheet, a ten minute podcast on the Dayss News on Tuesday, the thirtieth of June. I'm Wilfrred Frost. I'm Sophy Ridge also today you didn't catch it last night, Germany been knocked out of the World Cup Penalties So of the Netherlands Finally It's a big day because we are getting the long awaited Defense investment plan Kiss armor is going be unveiling it. it's his defence investment plan, which is controversial in itself because There has been some suggestion that he should have waited for Andy Burnham to do it He's already lost one Defense Secretary Averich on Hay resigned because he didn't think it was good enough Now we're going to find out what's actually in there I just want to pause and dwell on where we are with this. Apart from the fact that it's been massively delayed when everyone said it needed to come out a year or so ago Last month, the Prime Minister said, quote, It's our intelligence assessment that there could be an attack by Russia on NATO as soon as twenty thirty. ten days later His defense secretary John Heeeley resigned because this plan that we're getting today wasn't sufficient. The outgoing defefense seecretary said, You have been unable to commit the resources that the nation needs to defend the country this time of rising threats. That resignation played a huge part. Prime Minister being on his way out of the door and yet he is forcing through this plan, this insufficient plan in the eyes of the former Defense secretary. Now there might be an extra billion pounds added here or there over the last two weeks since that resignation. But it doesn't change the central point This government has pushed Defense spending from about two point three percent of GDP to two point five percent. Maybe it's going to touch two point six percent byy the end of this Parliament There's this sort of lofty ambition of three point five percent by twenty thirty five, Well great. That's obviously not There's no commitment to make that number. By the way, for context, we spend ten point six percent on social security. And look, I think the Prime Minister is forcing this through so that he can claim he did his duty on the number one topic of national security. And I just think In light of what John Heley said for sure, that's laughable, but perhaps worse still. gives the incoming Prime Minister a cover to say, Oh, defense is done We don't need to look at that again Let's hope that's not what Andy Burnham does. But either way H arm is now giving him something massively important to unpick as opposed to a clean sheet of paper to shape as he wants Now thiss spin a number of reports investigations into the unbelievable maternity scandal in this country. Today we get the biggest Perhaps, it's fair to say from Baronos Amos, everyone has been waiting for this What are you looking out for, Sophie and what are we expecting? Yes, youve got the Baron S Aos findings and the findings are You know similar, I'll be honest, to what we've had in numerous other reports into maternity care that should not shock us given the number of mums and babies dying in childbirth. is going up. and this day and age it's extraordinary. So it lays bare the same issues that we've hadard again and again. What I'm interested in is actually not that because we know that's happening. Eough mums have come forward to share their experiences for us to know that it's not where it should be. I'm interested in solutions. So what is Baroness Amos providing What is she suggesting? So firstly, she says she wants a new independent maternity and neonatal Commissioner accountable to Parliament. They've said that that is going to happen. I mean I'll be honest This has been called for for so many years now, right? And it's actually so frustrating that it hasn't happened yet. It's ridiculous, to be honest becausecauseuse it feels like quite an easy win, an easy thing to do We're all that is happening. The other thing that she wants to see is more doctors on shift overnight and at weekends. And this is something that I think is really important because look, you don't choose what time you give birth, right? You could give birth at four in the morning, You' give birth on Sunday. And she's saying that there are not enough experienced doctors at that time That I think is going to be something that will be quite thorny to sort out, right? because I imagine that there'll be resistance, naturally, right? You're asking people to wear antisocial hours, but it does feel very, very important as well She also says that she wants a change in the culture of the NHS, which I think is important. So in other words, when things go wrong, shut up shop and force families into these painful litigations to effectively sue the NHS to get answers be more open. talk to them and learn the lessons. And I think those are you know, the key things that How to see whereher actually happens It's one of those crazy situations where you just hope action is taken to follow detailed work that's been done here This is an interesting announcement that we've had from the homeome Secretary Shabana Mahmouud, and these are new plans for asylum seekers where If their asylum application is granted, right? and they start working in the UK and they start reaching a certain salary threshold, then they have to pay some of that back to cover the costs of their accommodation once they start earning. The idea is it's a bit like the student loan scheme. So you take on a loan if you like. Oce you reach an earnings threshold, then you have to start paying it back. It's the same concept that is happening here. And I guess this is again part of the government's move to try and show that it is kind of clamping down on a time seeking costs. Yeah, I think it's really, really interesting because not least Shabanam Ma mood is seemingly intent on keeping the role as homeome seecretary. Possibly, she's been offered Chancellor and declined it. we don't quite know. But you know, this is a big thing to be announcing whilst we're about to change Prime M minister so very interesting on the politics of the timing. And additionally, you have to say She is in quite an inventive way across lots of different sub policies trying to clamp down on this issue within the limits of her views, the Labour Party's views and trying to come up with some things that can please sides or perhaps we should say not anger all sides on this very difficult issue But they're proposing a flat rate charge that would cumulatively be paid back over a time of ten thousand pounds. And I think if you're saying this from the argument The fairest that makes sense because by the way, it depends how long someone's claiming asylum, but most including home office estimates are housing and the fooding asylum seekers can cost many multiples of that over a hundred thousand pounds. So if this is You have to give something back in fairness argument, then I think it stands up. If you try and make the argument to say this will work to disincentivize people from coming, then I don't think it it will. And I think actually I imagine we'll see a lot of pushback from people that want to see a much harder take on this because I don't think if you're going to say to someone, oh, and Ye to come or months to come, you might have to pay a portion of your earnings back. You know, people like, well, that means I'm going to get a job. That's fantastic you know, that's what I want to come to the UK for get criticism from the left as well. There are people saying that it's inhumane to make these people pay this stuff back. But But she is plowing on. on the most impossible topic try and find things that can work and can please all sides. desespite the politics, by the way, changing all around her So B news, the resident doctors in England have voted to accept. govern's offer on pay in conditions, which means they're saying that they will no longer go onn strikes, the details of this are an average six point six percent increase in wages by next April, also extra specialty training places. And the British Medical Association says that more than half of its members have now backed that deal on a fifty seven percent It should say it's not the first time that a deal has been accepted though. They have previously accepted a deal and then gone back out on strike. So we'll have to see obviously how this shakes down however G good news in theory that the strikes may be called off in England. Resident Doctors in Wales We currently resolving issues without going on strike, we should say. in Scotland, they've also previously accepted the government's pay offffer as well. But in Northern Ireland, resident doctors are holding a twenty four hour strike As regular listeners will know, we record this very early That's're a bit late to say it's five hundred thirty But anyway usually done by five twenty five. just got to watch a penalty shoot out coming in as the Netherlands versus Morocco went extra time of penalties, Morocco winning three two. They'll take on host Canada now on Saturday and there was another penalty shootout game overnight. Germany losing to Paraguay? I can't actually get over. So I woke up this morning to see that Germany Penalties. I mean what parallel universe are we living in now where Germany is leaving the World Cup because of a penalty shootout. I can't get my head around it So Paraguay, I've always thought quite a decent football nation but haven't been in the last three World Cups It did reach the quarter fininals in twenty ten. so you know historically like some of the South American nations, they're pretty good. but I don't think anyone had Paraguay likely to beat to be Germany. Brazil survived a scare yester evening again against Japan. Japan one nill up. They are looking great to one ultimately to Brazil in ninety minutes. and
