President Trump is still refusing to sign Congress's bipartisan housing bill. Even if he does sign it, some of the changes may take years to really show up in the housing market. Marketplace's Caitlin Tan has a look at some of the bill's provisions aimed at improving housing access in rural America . Sarah Morgan peeks out her window in central Kentucky . Like literally two blocks away is Silver Creek Apartments in Beria, Kentucky, and those units are supported by USDA rental assistance. Morgan is with Fahi, an Appalachian community developer. She says some rural landlords have mortgages that are tied to federal assistance that keeps rent low. Once those mortgages are paid off, rent could go up. The housing bill separates the two. So that the rental assistants can stay with the units longer. Lance George with the Housing Assistance Council says that's important even in the countryside . Sometimes there's a misconception that affordability is not a concern or an issue in rural areas solely because nominal housing prices are lower . But so are incomes. Manufactured or pre built homes tend to be more affordable . Banks think of them as mobile homes, which makes it tricky to get a mortgage. Ryan Allen, a University of Minnesota profess ors says that's outdated . The idea that you would tie down more modern manufactured homes onto their pads and then move them again just doesn't happen. S. and Iran signed a memorandum of understanding pausing hostilities and reopen ing the strait. For a check on how things are going so far, I'm joined by Esfandiar Batman Gelage, founder and CEO of the Borse and Bazaar Foundation, a London based think tank. Welcome. Kimberly, great to be with you . The deal reopened the Strait of Hormuz, but it also changes the dynamic of the sanctions against Iran. Can you lay that out? We have been applying sanctions on Iran for years through multiple administrations . And the MOU is providing relatively narrow forms of relief. We're seeing this general license allowing Iran to export its oil in a way that's consistent with U . S. regulations , including, in fact, allow Iran to get paid for oil in dollars and even to in technically speaking, sell oil to American customers, things that really have not been permitted for Iran to do for decades. In addition to that, there is also language in the MOU that pertains to making it easier for Iran to access its foreign exchange reserves, basically its savings and other currencies held in bank accounts around the world . What changes in the global economy if we have a more integrated Iran . I think the first thing that we would look at and this is probably the thing that matters for American consumers is that if you address this longstanding animosity between Iran and the U. S. in the Middle East , we would have an environment that's more conducive to kind of peace and security around the Persian Gulf. And for the stability of the international energy markets, access to oil exports and really managing the volatility in global oil prices . But I would also add
