If you or someone you know has a gambling problem, call one eight hundred gambler Jalous and on Tuesday, the thirtieth of June, these are the main news stories from Radio Fall. The outgoing Prime Minister announces an extra fifteen billion pounds on military spending. By any measure, this is a huge historic shift for our nation and a legacy in which I take pride Some road and energy projects will be scrapped to pay for it. John Heley, who resigned as Defense Secretary this month, says it's not enough. We will be spending as a nation two point seven percent of GDP on defence in twenty thirty, the date that NATO now warns we could face a Russian attack In a big defeat for President Trump, the US. Supreme Court strikes down his order ending automatic citizenship for babies born in America Victims of a Rchdale grooming gang leader are told he can't be deported when he's freed from prison this week The Culture secretary warns she may intervene in Paramount's multib billion dollar takeover of its American rival, Warner Brothers because of the impact on news media here Also tonight, Shetland backs a plan to dig undersea tunnels between islands The level of ambition in these islands too increase the connectivity for the benefits of the community is truly remarkable, and the decision today is groundbreaking And three Brits are through to the second round at Wimbledon after thirteen others. Crash out Serki Stara has hailed what he called a generational transformation of our armed forces after the government published its long delayed deffense investment plan, which increases military spending by fifteen billion pounds. The plan includes a much greater use of drones and autonomous weapons. The Prime Minister has faced calls for a significantly bigger increase in spending, but he said the government had fought hard to bring public finances under control and should not sacrifice that now. The Conservatives and the liberal Democrats both said the announcement was too little, too late. Here's our political correspondent Damien Gramaticus It's taken months of arguments behind the scenes to agree this uplift in defense spending The defefense seecretary and an Armed Forces minister both resigned just weeks ago, saying the funding was inadequate And it's only been made possible by promising cuts to other areas However, Sakir Stara hopes the defence investment plan he announced this morning will in time, be seen as part of his legacy. He called it a huge historic shift. We have reversed at last, the corrosive hollowing out of our armed forces. And it's why we're transforming a defence program But frankly for too long been underfunded and unsuited the threats that we face Initially, thirteen point a fiveal billion pounds was allocated to this plan to be spent over the next four years. But the new defeense secretary Dan Jarvis argued hard for more, so the figure has been up to fifteen billion. ia said there would not be cuts to day to day spending on areas like education and health, but that has meant that every other government department has been asked to cut one percent from their investment budgets. some capital projects for example, on roads and energy which are important but not immediately vital. will no longer go ahead This is about taking the necessary choices The right choices. protect our nation. Learning the lessons from Ukraine, five billion pounds will be spent on drones for the Army, Air Force, and Navy. Many will be autonomous, connected by a network of computers the Conservative S shadow defefense Scret James Cartilidge said the funding was too little, too late. The drones labour promised in today's headlines mainly enter service in the twenty thirties when the threat we face is today. Autonomous drones to fly with the Apache, uncrrewed surface and underwater vessels, the prototype for the RAF's autonomous fighter jet all entering service in the twenty thirties, far too late. And John Healley, who resigned as defense secretary just three weeks ago, said the uplift was still not big enough. UK, he said needs to be spending three percent of our national income on defense by twenty thirty The government has promised our NATO allies we will hit three and a fivealf percent by twenty thirty five The threats are still growing. Demands on defence are still rising in this dangerous world today's dead means that we will be spending as a nation two point seven percent GDP on defence in twenty thirty date that NATO now warns we could face a Russian attack The fine print shows that almost five billion pounds of cuts still have to be identified to fund this promised uplift. All this means that Sakia's successor, likely to be Andy Burnham, will face tough choices about how to pay for not just this defence plan, but future uplifts too suggested Mr Burnham had signed off on the plan. his team say they've not been privy to all the details This is the current Prime Minister's plan, not theirs. The defefense invvestment plan includes eight billion pounds over the four years on the development of a new generation of stealth jets in collaboration with Italy and Japan promises the largest ever investment in drone warfare, and confirms the UK will buy F thirty five A fighter jets capable of carrying nuclear bombs Our security correspondent, Frank Gardner has the details print for a twenty first century military that's fit for purpose. or an underfunded halfway house that leaves Britain woefully unprotected opinions are divided about this defense investment plan two hundred seventy billion pounds earmarked for defense over the next four years is more than any government has committed before The huge shift into drones and autonomous systems reflects the lessons learned from the wars in Ukraine and Iran. where AI and uncrwed systems played a major part So here in Britain, all three services will be operating so called hybrid formations That means relatively small numbers of ships, vehicles, and planes controlling large fleets of drones that can do a lot of their work for them At least that's the theory Justin Krump, who runs the risk analysis firm Sibiline, says these changes are partly driven by cost. Some of this driver is cost. We can't afford the things that we calculated just a year or so ago we would need to do So we're coming up with a different plan We've had to probably shift a bit more into the drone space as a result of money, and hopefully that gamble works. Necessity is the mother of invention So you could argue that pushing the armed forces into this maybe means that we do some things in a better way than perhaps we would have done if we had had more money and been able to do it the way we had in the past Let's hope we don't have to find out For critics of the plan, a major disappointment is that Britain is not now expected to meet its agreed NATO target of spending three percent of GDP on defense by twenty thirty Russia currently spends in excess of seven percent Next week's NATO summit is likely to be the last big international event of Ser Kiastama's preremiership He said he would be leaving the country stronger than he'd phoned it. With his assessment, here's our correspondent Paul Adams On this significant day for the future security of these islands, two things can both be true that the government is spending more on defense than any administration in recent times and that it's not enough Dan Jaris says that by the end of this decade, the proportion of GDP spent on defense will be higher than at any time during the last thirty years. But the shortcomings that caused his predecessor John Healley to submit his resignation earlier this month have barely changed No one really thinks the government has found enough new cash to fully meet the challenges the Prime Minister says this country now confronts. The stark view that he and other NATO leaders share is that the alliance could face an attack by Russia by twenty thirty For all the new investments and radical concepts, Britain is not going to be a significantly stronger player by then Defense procurement is a notoriously slow process But this is not easy for anyone NATO members are all grappling with the same dilemma, deeply concerned about Russia's future intentions, and not at all certain that in Donald Trump, they have a reliable American ally Europe, they all know, has to spend more on its own defense. When NATO leaders gather at their summit next week, The Prime Minister will say that the UK is on course to fulfill its NATO commitments, but the criticisms that accompanied the defeense investment plan threwout its long tortured gestation. aren't about to disappear The U. S. Supreme Court has dealt a blow to President Trump's attempt to stop anyone born in the United States from automatically becoming American citizens. The Conservative led court ruled that the birthright was protected under the US Constitution. mrter Trump has attacked the ruling and called on Congress to make the change. Here's our North America editor, Sarah Smith. Donald Trump signed an executive order to earn birthrights citizenship on his first day back in the White House for his second term put on hold due to legal challenges And todayod's ruling from the Supreme Court means it can never take effect This is a very significant blow to President Trump's anti immigration agenda delivered by a Supreme Court, which currently has a majority of conservative justices Mr. Trump unusually attended the court to hear the legal arguments signal of just how much he cares about this case. The justustice has ruled that it is the fourteenth Amendment of the US Constitution that's clear that all persons born in the United States are citizens of the United States. That means President Trump cannot reverse this decision by changing the law. He would have to try to amend the Constitution In a social media post, he said the decision was too bad for our country and claimed We can easily make it up in Congress. No long and unwieldy constitutional amendment is necessary It's not clear why President Trump thinks he can reverse this decision by introducing legislation In a separate decision, the Supreme Court also ruled that states can ban transgender girls and women from competing in female school and college sports Judges considered cases from two students in Idaho and West Virginia who had challenged bans on participation. The decision is a victory for Cervatives in one of the most divisive culture war issues in the United States The victims of the man who led a notorious grooming gang in Rochesdale have been told that he will be released from prison this week. be deported Shabir Ahmed, who's seventy three was a dual British Pakistani national when he was convicted of multiple counts of rape and sexual offes against young girls. He was later stripped of his British citizenship More from our North of England reporter Rohan Bridge Ahmed was jailed for nineteen years in twenty twelve for playing a leading role in a gang which sexually abused girls For two years, from two thousand eight, children as young as twelve were plied with alcohol and drugs and gang rapes The home office described his crimes as appalling Documents published online which appear to be from the probation serervice say Ahmed will be released on Thursday. The papers say he can't be deported to Pakistan due to provisions in the nineteen seventy one Immigration Act According to the documents, it's because he arrived in the UK before nineteen seventy three and has lived in the country for at least five years before his deportation was considered. Once released, Armoured will be put on the sex offeers register for life and will be banned from an exclusion zone centered on Rochdale. The release threatens fresh political controversy In twenty twenty two, Andy Burnham called on the then Cervative government to do everything within its power to deport members of grooming gangs. The H homeome Secretary Shanah Mahammud has published an immigration and asylum bill that she says will up on abuse of the system and recover some of the costs The bill will make it harder for migrants to misuse human rights and modern slavery legislation and will require some people granted asylum to pay back around ten thousand pounds towards their accommodation and support costs Here's our UK correspondent Daniel Sanford Shivana Mahmouud has made it clear that she believes that high levels of illegal migration are dividing communities and that the government risks losing consent for providing refuge for people fleeing from conflict These reforms are necessary to preserve any kind of asylum system for future generations Not all the measures will need legislation, but if passed, this bill would enact some key changes eye catching proposal is using the tax system. cover some of the costs of accommodating successful asylum seekers once they are earning The bill also spells out in law the definition of close family for the purposes of asylum claims, husbands, wives, partners and parents of children under eighteen. This is to end what officials described as a broad and evolving interpretation changes have been described by some campaigners as performative cruelty Ministers want to move the system away from the assumption that all refugees will get permanent residence and toder more temporary protection The notes accompanying the bill say The government will provide support for refugees in accordance with, but not exceeding the UK's international obligations A man has appeared in court in Belfast after a bus and several homes were set on fire during disorder in the city three weeks ago Christopher McLaulan, who' twenty nine was arrested yesterday and charged with riot, attempted murder, and arson endangering life. Trouble broke out in parts of Northern Ireland after a knife attack in the city earlier this month The Culture seecretary Lisa Nandy has said she is minded to intervene in Paramount's proposed takeover of another US multimedia giant Warner Brothers discovery on public interest grounds. Miss Nandy told MPs she had concerns about whether the deal would reduce the views expressed in the British media and concentrate too much influence in too few hands The UK cannot block the deal, but can impose restrictions on the way emerged firm operates here. Our business editor, Simon Jack reports Paramount beat off competition from its largeer rival Netflix to buy Warner Brrosers Discovery in February in one of the biggest ever media takeovers The combination brings Channel five, T andT Sports, Cartoon Network, Nickelodeon, CNN International, Paramount Plus, and HBO Max under the same roof Lisa Nandy said she had not made a final decision and while acknowledging the deal was global in nature insisted that her responsibility was whether the merger was in the UK public interest The deal has been approved by the U.S, China and Australia Sources close to the takeover described efforts to secure EU approval as on track and expressed surprise at Ms Nandy's move, given a combination of streamers, Paramount Plus and HBO Max would still be smaller than Netflix, Amazon Prime and a similar size to Disney pllus The companies have until Monday to make further submissions, and if Lisa Nandy does intervene, the matter will be referred to OcOom and the compometitions and Markets Authority. Some families say a full public inquiry is needed nationwide review comes a week after a highly critical report on maternity failures in Nottingham. Here's our Social affairs correspondent Michael Buchanan The inquiry was ordered last summer by the former Health Secretary West Streeting, who hoped it would lead to much needed improvements in maternity care The final report has, however, been widely criticized by campaigners and experts While many families can support that reviews demand that triage services are standardized women offered a face to face appointment if they have persistent concerns Overall, the report has been variousily described as inadequate or a missed opportunity Emily Barley, a bereaved mother and member of the Maternity Safety Alliance, said what was needed was a statutory public inquiry The problems in maternity care are complex. they are wide ranging, they're happening everywhere. And we need a real in depth process that assesses everything, but particularly looks at the areas that Baron S Amos has chosen not to look at in her investigation. England's health Secretary James Murray said he was keeping an open mind about a public inquiry. He did say the government accepted Baroness Amos's recommendation to appoint a maternity commissioner One of the review's more controversial findings was that moves to encourage normal birth, including women being denied Caesareans, did not contribute to poor outcomes. that led to one of Barn Ayis's advisors resigning Despite the issue being a factor in several previous maternity reviews, she said times have changed it has perhaps become much less of an issue. but on the basis of The work that we did and we spoke to over four hundred families. We talked to a lot of staff We talked to people at the national level as well This did not emerge as a major issue Most pregnancies in England end with a healthy birth Ministers have promised to produce an action plan in December to make that a reality for even more families There's growing desperation in Venezuela where tens of thousands of people are still missing after twin earthquakes hit the country last week. The motive for the attack isn't known, but it's not being linked to terrorism. Hugh Schofield reports from Paris At around nine o'clock yesterday evening, a man was seen depositing a parcel at the entrance to an apartment building in Monaco. A short time later, three people, a man, a woman and a teenage boy, were about to enter the building when there was an explosion. This eyewitness said he and his mother heard a loud noise. The reform UK leader, Nigel Farage has declared his largest single payment yet for work outside his role as an MP. Police say the protests have been largely peaceful, but at least twenty people have been arrested in a number of isolated violent incidents, the day marks an unofficial deadline set by campaigners for all undocumented migrants to leave the country Our Africa correspondent Mie Joes sent this report from Johannesburg. In Yoville, in Johannesburg, a neighborhood of a high migrant population, the BBC saw protesters throwing rocks and breaking windows. There were also reports of homes being broken into, some robberies and a carb being satellite, as well as looting in other parts of the country. Elsewhere in Johannesburg, many businesses closed as a precaution and the streets outside of the protest areas were usually quiet. There have been fears that the demonstrations could lead to widespread violence, particularly against African migrants many of whom have come to Africa's most industrialized economy in search of a better life Some of the protest leaders have promised to hold demonstrations every week until their demands are met, threatening a long period of instability for the country Spain's Prime Minister Petro Sanschez says more than a million undocumented migrants have applied for legal status by today's deadline. Those seeking to stay in the country must have been living there for at least five months and have no criminal record. mister Sanscheet says the scheme shows the country respects, protects, and upholds the human rights of migrants Councillors in Shutland have approved initial plans to build tunnels linking some of the UK's most northernly islands. The project is expected to take eight years to complete and cost one point a half billion pounds more details from our Scotland editor, James Coke The initial plans involve two tunnels, one linking Shetland's main island to Yel and another linking Yel to Ust, which is the northernmost island in the UK and home to the country's only spaceport. Two more tunnels could follow to the islands of Walssa and Bresa The cost for all four is estimated one point a fivealf billion pounds, but the council says this would be cheaper in the long run than building and maintaining new ferries and harbours The challenge now is to secure funding, which could come from a mixture of private investment, public subsidy, and tools to cover maintenance costs Andy Sloan of the engineering firm Covy has been advising Shetland Islands Council on the project. Shetland is leading the way. The level of ambition in these islands too increase the connectivity for the benefits of the community and to increase the already disproportionate contribution to the Scotland's GDP from these islands is truly remarkable. and the decision today is groundbreaking. Suppters of Shetland's tunnels point to the Faroe Isles, another two hundred miles out into the Atlantic as a model of success to emulate. The Faroeese have been building tunnels since the nineteen sixties, and their extensive underground and undersea road network has been credited with boosting economic growth Health authorities in France say there were more than a thousand excess deaths during last week's four day heat wave While temperatures have now fallen across much of Western Europe, the heat wave has reached its peak further east Hungary has recorded new National record temperature of forty two degrees Celsius. She stopped to talk to them about the dreary weather. How you doing Ted? You're not too close Ted didn't realise who it was straight away When I did realise it, I thought it was just like the same time. It didn't end there. When Ted and his team got back, they realised the princess had donated to their charity, Molly Olliess, with a special message from her. It said that one of the real highlights of the challenge had been meeting inspiring people like them along the way Ted and his dad are now considering their next challenge together, maybe Nepal Tennis now and three British players are through to the second round at Wimbledton, but Britain's number two, Katie Boulter, is among the fourteen others who have made an early exit.
